Low-Income Discount Rate (LIDR)

Customers who are enrolled in Liberty’s Low-Income Discount Rate (LIDR) will receive a discount on their monthly bills.

To be eligible for this program, you must participate in at least one means-tested benefit listed below, and the gas bill must be in your name.

If you are not already enrolled in this program but you are a participant in one or more of the below means-tested benefits, you are eligible to apply for this discount by filling out the form provided in the LIDR application link below and providing proof of eligibility.

If you are enrolled in at least one of these programs, you are eligible for the LIDR program:

  • Emergency Aid to Elders, Disabled, and Children (EAEDC)
  • Food Stamps (SNAP)
  • Head Start
  • MassHealth (Medicaid)
  • National School Lunch Program
  • Public Housing
  • School Breakfast Program
  • Supplemental Security Income (SSI)
  • Transitional Aid to Families with Dependent Children (TAFDC)
  • Veterans DIC Surviving Parent or Spouse
  • Veterans Non-Service Disability Pension
  • Veterans’ Service Benefits (Chapter 115)
  • Fuel Assistance
  • Women, Infants and Children (WIC)

* Please provide proof of benefits. Acceptable forms include a copy of the certifying agency’s acceptance letter.

2. Submit the completed form and supporting documentation:

(b) Mail to: Liberty, Special Protections, P.O. Box 1380 Londonderry, NH 03053-1380.

Important notes
  • If you are enrolled in the LIDR program, you may be eligible for Liberty’s other income-based programs, such as our Arrearage Management Program (AMP).
  • If you currently receive a HEAP benefit, your account is automatically enrolled in our Low-Income Discount Rate. To verify if you are receiving the discount, please check your most recent bill for the discount.
